Information for students arriving from a red or yellow country with quarantine obligation

Please find below the steps you need to go through in case of coming from a red or yellow country!

 STEP 1 - Arrival

• The police at the point of entry (at the airport) will register your personal data and the place of quarantine (in Debrecen). 

!!! Please make sure you give a valid address, as the police will check up on you daily there. 

• Your will undergo a health screening, which means that your temperature will be measured, and you might be requested to fill out a COVID-19 questionnaire. 
• In case you bring a test result certificate in English or in Hungarian, stating that you have no COVID-19 infection based on 2 negative PCR tests, done with a 48-hour difference within 5 days of entry, please present the document and you may be exempted from quarantine. 
• If you are obliged to quarantine, you will receive a red notice that you must stick to your door.

STEP 2 - Compulsory data recording

After arrival to Hungary, please fill out this Covid Form!

!!!Please make sure that the Covid form is filled out completely. This is absolutely necessary for you to start the testing procedure and get registered by the Regional Bureau of Public Health.

• According to the information you provide on the form, the Regional Bureau of Public Health will issue you a combined decree that allows you to leave quarantine twice for testing purposes. Please make sure all the information is correct and valid!
• Please wait until you receive this decision via email. You shall receive the decision within 24 hours. 

If you choose not to be tested, but to stay in quarantine, you will receive only one decree after filling the Covid form. In the e-mail coming from Regional Bureau of Public Health you will also be notified about the exact period of your quarantine.

STEP 3 - Wait patiently for an appointment for PCR test

• YOUMED University Testing Center will send you an appointment by email within 1 working day after you submitted the Covid Form of STEP 2.
• Please check your spam box as well!
• You will receive appointment(s) for the PCR tests via email.
• In case you miss the appointment (in case of no-show or late arrival) you may register for the extra PCR tests for a full price that is 61,000 HUF/2 tests or 30,500 HUF/1 test.
• In case you would like to modify the date or time of appointment, please follow the instructions in the email received by YOUMED.
• Please note that you must not eat, drink, brush your teeth or smoke for at least 2 hours before the PCR test. Sample taking is executed in a controlled environment by trained staff in a location designated for the test. 
• In case you stay in Hotel Aranybika, you will be tested in the hotel the day after your arrival.

 
STEP 4 - Testing

 Go and have the two tests done, please respect your appointment.

• Be there on time! In case you are late or you would like to cancel the appointment, please follow the instructions in the email received by YOUMED.
• At the time of testing, you will receive a certificate, which includes the date and time of testing. Please keep this document, as it proves that you left quarantine for testing purposes. 
• You are only allowed to go to the testing site using the shortest and fastest possible route and you are not allowed to use public transportation for your journey. Do not forget to wear a mask and cover your face and nose. (Cabs are allowed). 

STEP 5 - Getting the result 

• YOUMED will send you the results via email, and - in case your result is negative - YOUMED will forward your results to the Regional Bureau of Public Health. 
• In case your result is positive, the positive virus infection will be reported to the National Public Health Centre, and you will need to stay in quarantine. You may quit quarantine with further negative test results. In case you need medical help during quarantine, or you have symptoms, please call your GP at + 36 30 227 8604. 

STEP 6 - Final decision

• After receiving the (first or second) negative result(s), the Regional Bureau of Public Health will issue the last decision that you are exempted from quarantine and you are allowed to leave quarantine after that. 
• In case you are from a YELLOW country, you can be exempted from quarantine after the first negative test, but you will still have to make the second one. Please respect this rule!
• In case you are from a RED country, you can be exempted from quarantine only after the second negative result has arrived.

 
STEP 7 - Leaving quarantine

Please wait until the final decision arrives to your email address by the Regional Bureau of Public Health! 

You are free to leave quarantine after that.

Rules and obligations during quarantine

Please note that you stay in quarantine until you are exempted, so please read the obligations carefully, and make sure you act accordingly.

• You cannot leave your apartment (not even for garbage disposal)
• You are not allowed to have visitors
• Quarantine ends at midnight on its last day, you may leave it the day after
• You are obliged to place the red sign received at the airport on your apartment door and remove it at the end of your quarantine. We advise you to put the University notice next to the red sign as well.
• If you share your apartment with others, they have no quarantine obligations (only in case they arrived with you and/or were also placed in quarantine by the police)
• If you share your apartment with others, you are obliged to stay in a separate room and use common rooms (kitchen, bathroom) at different times as them. You must disinfect commonly used objects (i.e.: door handle, phone, keyboard, toilet seat)
• The person in quarantine must use separate tools (cutlery, plates, towels, bedsheets, clothing)
• In case you show any symptoms, you are obliged to notify your GP (health service provider, please call: + 36 30 227 8604
• You will be checked on daily by the police OR 
• You may download the „Házikarantén” app on your phone for remote monitoring (GPS location tracking, taking selfies upon request randomly and sending them in to the police, multiple times a day)
• Those who leave their place of quarantine despite the ban and those who are not present at check-ins will be fined (from 5,000 up to 500,000 HUF)
